|NATURE OF WORK:|
|Serves as the chief administrator of the library district under the direction and review of the County Manager and the Library District Board. Assumes highest level of independent responsibility and accountability.|
|Plans, organizes, directs and coordinates all activities of the library district. Establishes priorities. Coordinates and implements short and long range planning. Interprets policies, addresses problems and complaints that cannot be resolved at a lower level. Supervises the preparation of reports and collection of data. Prepares annual statistical reports. Maintains proper records. Assures that the physical facilities, grounds and equipment are properly maintained. Participates in construction and renovation projects.
Supervises entire staff of library district either directly or indirectly, including the employment, retention, promotion, transfer, and termination of library personnel consistent with approved personnel policies, rules and regulations. Assures proper training for staff, defines staff responsibilities, establishes lines of authority and delegates work to library staff. Ensures the fair evaluation of all personnel.
Responsible for budgeting and purchasing functions of the district. Supervises and approves the selection and purchase of all library materials, equipment, and services. Assures judicious expenditure of funds. Develops, recommends, and administers annual budget. Administers library construction bond. Administers state, federal, and private foundation grants.
Consults with staff to develop and implement programs, procedures, and technologies to improve public and technical services. Evaluates the effectiveness of library collections and services in relation to the communities’ changing needs. Assures that staff is responsive to the needs of the public, and serves the public in a courteous and professional manner.
|KNOWLEDGE, SKILLS, AND ABILITIES:|
|Comprehensive knowledge and demonstrated competence in public library principles and practices. Knowledge of the administrative, managerial, and financial practices needed to direct a multi-branch library system. Good analytical and organizational skills. Knowledge of current library technology. Good communication skills. Ability to work effectively with County Manager, County Departments, Library District Board, staff and public. Knowledge of applicable federal and state law.|
|Master’s degree from an ALA accredited school in Library or Information Science. Minimum 5 years progressively responsible library experience. Must be certified as a County Librarian by the State Library (ARS 11-908).
(Positions is in classified service and is FLSA non-exempt)
This position pays $34.65 per hour
